According to the law, providing accessibility to persons with special needs is the responsibility of public transport entities including maritime operators. Persons with special needs are those who, due to their characteristics or the circumstances in which they find themselves, need to take additional measures to overcome barriers that prevent or hinder their participation in various spheres of life on an equal footing with others. Thus, these are not only people with disabilities, but also, as the explanatory memorandum to the law indicates, other dependents, the elderly or parents with children.
